Two circuits,
and a wall between them

Rubania's economy runs on one law, stated once and never negotiated: sovereignty is paid in julios; prosperity in external currency; the circuits never mix. Everything below is a consequence of that sentence β€” what the unit is, what everyone is owed, how effort is described, and what an outsider can actually buy.

01 Law
What is never negotiated

Five rules sit above the assembly. They are not policy, and no majority reaches them β€” they are the conditions under which the rest of the economy is allowed to be flexible.

Land is never sold

And never a speculative object. Appreciation belongs to the commons, not to whoever happened to hold the deed. Removing the object of speculation before any money moves is the architecture's first defence.

Issuance cannot outrun energy

No majority may issue julios beyond the net energy the territory can actually deliver. The physical floor is an identity, not a preference β€” you cannot vote more energy into existence.

External currency never mints

No inflow of dollars, pesos or bitcoin can create a single julio. A currency with two anchors breaks by the weaker one, so the julio keeps exactly one.

The two circuits do not mix

Sovereignty is paid in julios, prosperity in external currency. Instruments may sit on one side or bridge the gap, but value never leaks from one circuit into the other.

The floor is an expense

The sovereign floor is an expense of the system, never a claim on it. What everyone is guaranteed cannot become a debt the community owes itself.

The julio
A hundred-julio note, both faces

The internal currency is not pegged to anything abstract. One julio is one megajoule electric-equivalent delivered on the cell Mutual's grid β€” an internal service voucher, neither legal tender nor a security.

Which makes the note less a token of the system than a receipt from it. Every julio in circulation stands for energy that has already been delivered and measured, and each series carries Merkle-proof verification, so a note can be checked against the issuance record without anyone's permission. Identification happens only at the edges β€” when julios are issued and when they are redeemed. In between they circulate as bearer instruments, anonymous as cash.

The obverse carries the Institute's seal and its motto, Civilizatio Perennis. The reverse carries a guild at dawn and the sentence the whole currency rests on: every julio represents clean energy delivered, cooperative human work, and the abundance we regenerate together.

1 thermal kWh = 1 julio. 1 electric kWh = 3.6 julios. Denominations run 1 Β· 5 Β· 10 Β· 50 Β· 100 Β· 500. Backing means internal redeemability, not exportability: a julio is a claim on energy delivered inside the cell, never a currency for export.

What everyone is owed

Three layers, in descending universality. The first is food and never touches money at all; the second is energy and is paid in the unit itself; the third is the only one that varies with what you contribute.

Praxion and the Logic of Valued Effort

Rubania’s economic layer begins from a simple recognition: contribution inside a living settlement is multidimensional. A person may build, repair, teach, mediate conflict, care for children, maintain systems, document knowledge, or advance collective understanding. Treating all of this as a flat labor hour hides real differences in difficulty, scarcity, responsibility, and social value. Praxion exists to give these differences a structured language.

In that logic, work is not only counted, it is described. Tasks are situated inside domains, weighted by context, and assessed in relation to actual settlement needs. The purpose is not technocratic obsession. It is to prevent invisible labor, chronic resentment, and moral ambiguity around who is carrying what share of communal life. Rubania wants effort to be visible enough for fairness, while still acknowledging that human contribution cannot be reduced to a single crude metric.

Criterion, Quality, and Accountability

If Praxion clarifies effort, Criterion clarifies quality. Rubania does not assume that every contribution is equally sound simply because it was made sincerely. Deliberation, planning, and institutional stewardship require epistemic standards. Criterion is the layer that evaluates the weight of contributions inside governance and collective reasoning, helping distinguish noise from insight, repetition from progress, and rhetoric from actual problem-solving.

This matters economically as well as politically. A settlement cannot remain healthy if responsibility is detached from demonstrated competence. Rubania therefore links recognition, role eligibility, and accountability to observable contribution over time. The aim is not punishment. It is trustworthiness. When members can see how work is assessed, how influence is earned, and how errors are corrected, cooperation becomes less dependent on charisma and more dependent on legible responsibility.

05 Instruments
Five ways value moves

The meter test tells you which is which: value flowing through the meter is a Ruba, through the site canon an IOU.LAND, and only when inhabited an IOU.HOUSE.

Tokens as Commitment, Exchange as Coordination

Rubania’s token logic is not designed as speculative finance or a casino wrapped in idealistic language. The token is conceived as commitment infrastructure: a way to signal seriousness, coordinate entry, and help organize the emergence of a real settlement. It is meant to bind intention to consequence. In that sense, the token belongs to the participation lifecycle as much as to the economy itself.

Inside the broader exchange layer, the goal is to coordinate flows of value without reproducing the worst pathologies of wage labor or vague communalism. Exchange should sustain the settlement, fund development, and preserve reciprocity between what people receive and what they carry. Contribution, accountability, and exchange therefore form one loop. The settlement can remain generous, but not blurry; cooperative, but not exploitative; mission-driven, but still materially honest about scarcity and effort.

The two questions β€” in sequence, never fused

Every participant faces two decisions, in sequence and never fused. There is no purchase of an individual lot, and no path by which capital becomes land title.

The land bond of the Land Trust: capital contributed to a single global patrimony that acquires, protects, and conditions land. The unit is capital contributed, never hectares. It pays a modest fixed coupon serviced from the ground lease founded cells owe the Trust β€” never appreciation.

β€œI want to help build this specific community.”

The second question, and only later. A portable habitation title: the right of a verified network member to inhabit one standardized dwelling anywhere in the cell network. Membership, not property. IOU.LAND converts inward into priority in its queue.
